 Yes, they started as year-long leases, but the owner began thinking about selling a couple years ago and didn't renew the leases, just reverted to month-to-month for the last couple years. I need to double check, but I believe the month-to-month was an actual contract that stated the same terms as the year-long lease but without the year-long obligations.

 Let them know you will be doing work on the property, and when you are done give a 60 day notice of rent increase. This gives them time to find new place if they want to leave and if they decide to stay sign a contract.

You should do your homework first, figure out what kind of properties you are looking for. Sing or multi etc...

I would not decrease rent, I would tell them that you can lock the rent in for them if they sign longer term.

Ask them to provide estimate of hose replacement cost.
