Hello @Anthony Holloway, you face several challenges. The biggest items you have to look for before you can build anything is to find out if the property is buildable, is it in a FEMA flood zone? Are there easements on the land? You're really looking to why this parcel amongst other buildings is vacant.

@Amy Zemser I would definitely read the tenant laws that NY has in total because it sounds like shes picking and choosing what applies to her. She sounds like a lot of my old residents. The only way we were able to work with them is to be more informed then they are and use the laws to your advantage. 

Hello, @Laura Keels when I had tenants whos caused damage but couldn't afford to pay the bill we would set them up on a payment plan and added an extra charge to there rent. I would definitely confirm if that is ok to do in your state.
