I'd try to connect with some wholesalers our in more rural Maryland (Frederick-Hagerstown corridor), or even Jefferson/Berkeley/Morgan Counties in WV: only about an hour or so from Charm City, depending on where you are.

Duplexes in Nova are hard to come by, from what I understand. That being said, I think Nova is probably the best area to be in for DC, with regard to laws and property prices.
