Rather than buy in the conventional sense you could get  creative there as well.  It will take a lot more digging but you could find someone to owner finance you on the purchase whereby they would act as the bank.  A better option would be to do a master lease option with a seller.  You could 'test drive' the house for a period of time testing your strategy and see how it performs.  If it goes as planned they you can move forward with the purchase.  If not, then you are out the option money but don't have the mistake hanging around your neck for years afterward.  I'm sure there's a ton of info here on both strategies.

See comments from Philip Hinchman above.  They are pretty spot on.  I have units all over town and they all tend to do pretty well provided you buy right.  That's easier said than done these days.  Zip codes that are much more intensive to manage are 37406, 37404, 37407, and 37410.  Try to avoid those if possible.

@David Miller,

With regards to East Ridge it's a pretty strong rental market in Chattanooga.  I personally own a number of  units there and our largest concentration of units from a PM perspective is also in East Ridge.  It also depends on asset class.  Multi family rents for more in East Ridge compared to Red Bank.  I do think Red Bank has more upside long term so if you're willing to ride out the higher cost per unit and lower rent to get there, then fine, as long as you go into it with your eyes open.  

I've also flipped in that area and done well but you do you have take it block by block and be careful of the flood zones.

@Luka Milicevic, although we just got off the phone, something I didn't mention is we're looking at building out some options that might be of benefit to investors such as yourself through off market inventory offerings.  That said, we're not wholesaling properties like other folks in town are.
