No not yet this lead just came in today and I have a full time Job but the property is in Brooklyn and that's a hot market now.

Hey BP There is a house I pass everyday on the way to work and in the summer the grass and weeds grow so high it blocks and obstructs the sidewalk making it nearly impossible to pass and people have to unsafely walk in the street against traffic. I see garbage and other items thrown into that grassy mess. I see a shopping cart from the supermarket also discarded there. The fence separating the property from the sidewalk is falling apart. There appears to be a broken window in the upstairs unit. It is a two family house, brick like many in the neighborhood built initially for the vets coming home from the war in the 50's. I report it to 311 NYC and make phone and online complaints every year when the grass blocks the sidewalk and department of sanitation says they put summons on the house but nothing else can be done. It gets worse year after year. I recently did some research and learned the owner of the property registered with the city is deceased and so is his wife, the original owners from the 1950s on the title. The mortgage is paid off and there appears to be over $13,000 in back taxes due to the city. There doesn't seem to be any court filing to administer the estate per my research. I know that title cannot legally pass to next of kin without administration in the court system (assuming the person died without a will). I see there may be two "children" with the same last name and who are in their 50's (baby boom era kids), one of whom may live on the property and one of whom may live out of state. I previously never saw life in the house but the other day I saw an elderly gentleman enter one of the units. He looked disheveled so I do not know if it is a squatter taking up temporary residence or one of the kids. Is this a waste of time ?

I agree with Colleen I would do a background check on the family members from group #1 I would charge them a fee to do the background check and if they come out clean I would go with group #1....if not I would keep looking and pass on group #2

I reached out to my title company and the Property is in forecloser. I was told by the title company that I must find out who's the attorney dealing with the forecloser she also informed me that I need to find out how much is the payoff and all fees.

Would I be able to negotiate the payoff amount with the attorney. 

I just came back from vacation so I have to put it into high gear. thank you guys for all the help can the title company draft the QC Deed or does it have to be my attorney?

yes there is equity in the property if I do a complete rehab. The property can range from 475k to 550k 

thanks the owner is going to allow me to negotiate with the bank hopefully I can workout a deal
