Agreed! Investors can range from 18 year old ambitious gold rushers: to experienced, well worn, construction officianados. I'm not a city planner, but from seeing how accessible it is to buy a home from a builder on the outskirts of town, with more affordable prices, interest rates, and better features; I just don't see how the INTERIOR of a city can really "Revitalize" without there being incentives for ambitious real estate professionals. It's like a cell that is expanding but the core is decaying.
Just thinking about these homes built in the 30's - 40's - 50's with cast iron pipes, wooden frames, and inefficient electrical systems, what other options are there to keep these areas from falling apart?
Sadly, the only way we can find "Value" in land is if it has a return on investment, right? So due to capitalism, the only way these lots can become more valuable is if a rental can cash flow more than it's cost. Prices are too high to ever justify the 1% rule, let alone even a .5% rule.
Looking at the opportunity as a positive doesn't take away the possibility of negative side affects, we just have to be aware of them. If the city can outline a good zoning plan, it would stop the "Gold Rush" effect of half assed living standards.
I recommend working with an architect that is passionate about creating efficient living spaces (Parking Included) that can fit a 2-3 unit property on .25-.5 acres and start stamping out some higher quality new construction INSIDE the city.
There are programs right now with HUD-VASH that put homeless veterans(who still earn income) in homes with Govt. backed housing vouchers. This is another way landlords can secure higher rents, with reliable, paying tenants.
Have you looked into investing in AZ? I'm curious if this is going to affect other cities throughout the state. Is this law affecting you in Rode Island as well?

I attended my local AZREIA event this Monday and there was some understated, shocking news delivered. This bill, House Bill 2721, is going into effect on January 1, 2026. It's a pretty significant change regarding zoning and how SF zones will be stripped of more regulation than ever before, and they could open the door for serious investment opportunities.
This bill requires any Arizona city with 75,000+ residents to loosen their zoning laws to allow “middle housing” — duplexes, triplexes, fourplexes, and townhomes — in more places, even where they’ve only allowed single-family homes before. Specifically, in a 1 mile radius of the municipality's business district. This involves the historic district so let's be real, some home owners will be pissed. Regulations limiting how many stories a home can have will be lifted. They must allow for at least 2 floors. They cannot enforce commercial codes, they cannot enforce increased parking, and they cannot limit the structure to below 50% of the lot size. This also affects new housing developments over 10 acres. 20% of new housing in these developments must open up for the construction of multifamily units. The city must UPDATE it's zoning, so Phoenix (along with all other cities with 75k+ inhabitants) can set some limits. But if no new zoning rules are established, this new law takes effect and will be allowed in ALL single family zones.
INVESTORS - If you wanted a multifamily in PHX and you're tired of paying 200k/unit for something with a roof and plumbing as old as the 40's, better get on it! Lot's are going to go, houses are going to go, and soon opportunity to build will start to go away.
WHOLESALERS - Get your water bottles and get on your feet. Start knocking those doors and locking up those bigger lots with hideous homes. They are going to be a gold mine for investors that can build!
Hopefully we see a restoration of some areas that are in deep need of TLC.

@Patrick O'Sullivan is a very experienced resource here in the area when it comes to multi-family alone. He and I are part of a real estate investors group in Arizona where local investors and first time investors can meet and discuss ideas, strategies, and network.
Whether or not this initial post is some sort of phishing attempt, it's good to see the investors who are keyed in on the Phoenix market and getting notified of posts. If any of you are local and looking to network to grow business, I'm actively working in Scottsdale and daily watching for on and off market deals.

Hello!! I'm Christian and I'm from Pennsylvania but a resident of Arizona for over 8 years now. I spent my 20's biking around Sedona, AZ and growing my hair out. Now I'm 36, engaged, and using my eyes to see the financial world around me. I graduated from college but never broke free of the restaurant industry. Over the years I've done everything from cooking/cleaning to serving and now managing. My job as a manager eats up 48-52 hours a week, but I have my mornings to read about real estate investing and do some online searching or driving. I'm ready to begin my journey to financial freedom so that when my fiancee and I are parents I'll will have time to spend with my children as they grow up. I want to be FREE of my position at restaurants for GOOD!
I was introduced to bigger pockets on one of my first nights managing at my restaurant(after I bussed tables and ran food for 2 months finally got a promotion) A local real estate agent, super friendly guy, started chatting and he was turning me onto real estate. He gave me his number and he guided me to the BP podcast and since I've bought "How to Invest in Real Estate" I have 65 pages left. I take my time reading a little each day, digesting the info, then spending time learning the land online and soon analyzing deals.
I know Scottsdale is a place people come to retire so I plan to look outside in the PHX area for Multi Family or Single family residence to start building equity while I work my full time job.
I appreciate any connections that come from here and looking forward to the journey into Financial Freedom!!
