You might try @Max Eble at Huntington. He may be able to do that for you. 

to add to what @Greg Scott had to say, old windows around here usually have lead paint.  Its best to remove them.  Cleveland is getting much more stringent testing for lead these days.  If you get hit by a lead test, it will take some money to be cleared and you may have to side the house and install new windows anyway.  

I would do it.

In this economy, all the good contractors are bursting with work.  It might take a minute to establish a relationship with a good one that will take care of you, and you him. Don't be hasty.  

I haven’t seen any problems either. I have a problem getting enough houses online for the tenants that want to rent them.
