I will echo @David Roover, in that Hard Money (or "not so hard money" as some call it for safer projects) will probably be necessary here. I say this due to the relatively small loan size and lack of seasoning (history of performance).

No, I never did.  With the fee's, the deals did not make sense for me.

There are programs that do 65-70% LTV on the rehab and then 70-75% LTV on the refi allowing for what Jon is saying. Many BP's are calling it Buy Rehab Rent Refi Repeat or BRRR. Be sure to differentiate with the lender or loan broker that you are looking for LTV and not Loan to Cost (LTC) on the refi.
