This may be the most obvious but the additional flood insurance would be an added expense... adding to this, purchasing a property considered low risk only have it re-evaluated later as a high risk would increase your monthly premium.
I know when I worked as an insurance specialist it was enough to deter the client from purchasing quite a few times.

I think the general consensus here is to try, try, try... what works for some may not work for others.
I think I’ve tried most of what’s been stated above and what I wouldn’t think would work has... and vice versa.
