 Agree - sorry if I implied otherwise.  The agent is the best liaison, but not necessarily (in fact, hardly ever) the final decision maker.

Have you had this discussion with your insurance company IN THE CONTEXT of service animals?  They may agree to an exception if you can show them the doctor's note.  This question may have to be taken beyond the insurance agent to some of the corporate folks at the insurance co.

I would keep trying to reason with the city.  It's likely that you just haven't been able to connect with someone who actually has the authority to make such calls.  See if you can ask to talk to the supervisor (and up the line).  Also, contact your city council member and seek their help.  I think this case is begging for a compromise because it's the right thing to do.  I agree that engaging an attorney will probably cost you the same or more....

@Deanna O.    I don't think there is anything to worry about then.  Deed properly recorded, plenty of equity in the property.  Just proceed as @Wei Xie suggests above

I think it depends mostly on the price point.  for a 100-150K property, I don't think it matters much (most of mine are in that range and none have a garage).  Especially if you have some other storage space (shed, walk-in basement, etc).  A lot of people in our neck of the woods never park their cars in the garage anyway and only use it for storage.  However, when you are talking 150-200k and up, I'd definitely try to get a garage.

Another vote for Cozy.  I started using it this Summer and it is easy to set up on both ends and so far has worked flawlessly.
