Check with the listing agent. You can tell them to ask the seller if they would do seller financing. If the property is not selling for any reason, they will be open to anything. Even if they do not know what sellers financing is, they will learn it it they want to sell the property.

It is a pain, but the only way to make sure they change it is by doing it yourself.
I lack on this matter, but it is a practice that I am trying to implement on my rentals.
It gives you the opportunity to inspect the house without doing a formal inspection as @Account Closed said.

Is this just for you fixing the house?
Eventually you will have to repair this issue and connect power for your tenant?
Why you don't want to go with a license electrician? I would recommend you to use a license electrician and pass all the required inspections before having people living on that house. You will be going cheap for the long run (not just the initial investment).
Some electrical companies in Central Florida require you to pull permits and pass inspections before they connect you power. Check with them first. You may be doing the work with an unlicensed guy and may need to get an electrician anyways.

A contractor will give you one or two quotes for free. Once they see you are just fishing for quotes and do not give him any work, they won't go anymore, or they will charge you.
We are talking about good contractors. These "good contractors are not desperate for work as @Brian Mathews said.
They will usually charge you for a minimum of 2 hours plus travel time. You will end up paying as much as a home inspection.
It all depends on the quality of the quote you want to get.
Paying ZERO and getting a good quote may not go together, and I believe it is not a good business practice for myself. If I want something done right, I expect to pay for it.

I think you should help Brandon work this blog. Right on!
Contractors, also talk about investors the same way investors talk about contractors. It is very difficult to get good investors as clients. Investors that pay on time, give good direction, know what they want, don't change their mind in the middle of the project, etc.
Exactly, beating up a contractor on the price will only get you "change orders" after "change orders".

I see a lot of posts from people complaining about their contractors.
One suggestion I would tell them is not to go with the cheapest one.
I believe the reason they get the bad contractors is because they select the contractor that gives them the cheapest price.

Do your numbers and decide if you want to keep it as a rental, flip it or wholesale it.

I will try to partner up and fix it. Then keep it as a rental (if you already have a tenant).
If not fix it and sell it.

I understand your point, I do benefit but I do not profit from utilities. It is actually illegal to profit from utilities in Florida, unless you are a utility company.
I do not provide, charge or profit from my tenants by them having or not water. I do provide the means for them to run water and electricity, but I do not provide that service.
If they want me to be the responsible party, I will have to transfer that burden to my tenants meaning a bigger deposit or tougher renting rules.
