You are In Miami, so the answer is probably yes it is worth fixing. A quad in the ghetto is still worth 400k.
You need to know the area.
You need a real assessment of damage.
You need to buy it right
You need to make sure you have the finances lined up.
Hard money with acquisition and rehab.
This doesn’t look like a beginner deal though. That said, lock it up under assignable contract and wholesale for quick cash.

Present the deal to family. Borrow the money and pay 8-10% interest only, then refinance it in a year. Better to borrow from family and or friends. Don’t make them partners in profit just pay them interest. I am assuming that you have people with resource and financial IQ in your family, if you at 22 managed to save 30k.

You are incurring the expenses, assuming the debt and saving their hide from foreclosure.
If you do this correctly they walk away almost unscathed. They would recover in far les time without a foreclosure.

I think this deal depends on your strategy, are these condo available for sale individually. If so, then you can still affect the equity to a certain degree by managing properly. I would not use the owner to manage your units, it is clearly a conflict of interest as his units will be priority.
To increase cash flow and equity ( assuming your units can be assessed without regard of the other units no belonging to you.
2 options: get a professional management company or hire a person smart enough to take the task, teach them what you expect and tie the performance of the asset to their compensation
ie: filling vacancies, lease renewals, and property accounting, repairs maintenance etc.
Will you have the option to purchase the others in the future?

Can get a bank to lend millions of dollars to bu stock, but the will trip over themselves to lend on Real estate. Thing is, I know real estate really well and my asset investment is backed by an asset I can drive by and touch.
The other aspect is, I can sell the note to a note buyer pretty quickly and cash out with no penalty or discounts as property appreciates and debt is paid down. I think real estate present the investor the most flexibility.
I also think the speed of money and leverage is most potent in real estate. I would never rule out the stock market, I just don’t know it well enough. While index funds may be a set it and forget ordeal, I do not believe the vehicle to be equal or on par with the benefits and profit margins associated with real estate.
