The cat urine probably soaked into the concrete. Need a cleaner with an enzyme to work on killing that smell. 

As for flooring options: Floating vinyl planks might work. If a cat decides to ruin a few planks - and it very well might try again if that smell isn't totally gone, you can always replace the planks without having to rip up and replace the whole floor.  That being said, you're going to want to make sure the floor is cleaned up and level before laying the floating vinyl.

Congrats Ben! I would look into getting an investor friendly realtor for your first deal. They will be able to guide you through the process.

That is such a wide open question. I recommend you watch some webinars and check out some of the stuff in the Learn tab. Also, I highly recommend going to meetups and networking with investors.  Stamford is a highly competitive area, but I know Fairfield does monthly meetups. 

Echoing what @Travis Lloyd said. The Fairfield meetup is great. Wide range of experience there.
