@tony@Tony W.  If allowing a company to do arbitrage, vet them well.  Several companies / people have tried this in the past few years with things not ending well.  Search BP for some stories.

Tacky or not, follow the law.  Post it open faced on the door in addition to mailing.  If you put it in an envelop and end up on court, it could be thrown out for improper service.

If you can get the tenant to sign a lease extension with the new rate, you don't have to notice/post anything. 

Giving notice is for unilateral communication.

Music on the patio can be ok if done well. Need to consider impact on adjacent businesses.

If allowed, specify a db noise level that is measurable.

Regarding TI allowances, depends on too many things.  Length of lease, rental price compared to market, any rent abatement etc.  It is all part of negotiating the lease terms.

California charges a minimum $800 / year LLC fee.  That will buy a lot of liability insurance.
Also, an insurance company will help defend any suits brought against you where you need to foot the bill for an attorney if using an LLC.

There are other reasons to go one way or the other depending on what you are trying to achieve.

Put the garages in the middle to create more space (quietness) between the two units.

You can try Safeco or Mercury

@Noah Laker  Did Statefarm start writing CA policies again?  They stopped earlier this year.

Assuming you are renting by the room, have your lease state that permission/advanced notice is not required to enter/service the common areas of the home.
