I plan on doing a cash out refi in January for a property I purchased in July.  I checked several banks and the one I liked the best was Silver State Credit Union.  I keep in contact with one of the loan officers there and as recent as last month they were still doing refi's.  

I checked with several banks so if you need referrals send me a message.

Pretty rare if you didn't already add it, but some home insurance policies are starting to cover slab damage and/or plumbing leaks if you add by endorsement.  They may not cover the pipes, but they sometimes will cover the damage done to the slab and surrounding area that had to be broken to see the problems.  Check with your insurance agent.

Find a great deal that needs a little bit of work. Move in with very little down using your VA loan. Fix it up while you live there with the savings and income you have which will hopefully increase the value. Sell it for a tax free profit since it's your primary, or rent it out, move and repeat the process. You can supplement and have additional access to cash by doing a cash out refi or getting a HELOC.

You would think that if they are going to force landlords to adhere to these special rules, they should also be giving the landlords some of the aide/vouchers directly.

No, I called the main office and it had one of those weird rings that seems like it goes to another country. When someone finally picked up her didn't know the representative who I spoke with.

That along with several scammer alerts when I googled their reviews made me decide it wasn't worth the risk.
