Go to the local tax assessors office, you can pay for it usually in the form of a CD.

Atlanta is appreciating like crazy right now. It will likely continue as the entire area is (and has been) constantly expanding for years.

Richmond is a good submarket. But you may be interested in North Carolina near the coast, West Virginia and Kentucky convergence area. There's also some good stuff in Ohio.

You're smart for offering a move out bonus. If you understand the legal stuff in your state for how to handle the worst case scenario then maybe you should proceed. But this could be more than you bargained for.

Many people rent Airbnb's that are "off grid" in that they don't have access to utilities and other stuff. Most people probably want this though so I would find a way to get it to them in a reliable way. If you can solve that problem, then you need to consider any legal issues. Other than that I'd so go for it.

I would look into Georgia, there are several neighborhoods in the Atlanta Metro area that are exceptional markets. I would also look into various parts of TN near the Gatlinburg area, Tampa FL and Ft. Myers is a good spot, some markets in Texas are good.

Depends, there are benefits to paying all cash in some states allowing you to refi much faster. If these are your first deals, I'd do one at a time.
