Different governing authorities will require different things.
It is unlikely that most Florida municipalities currently allow people to live in tiny homes (RV's), even on private property.
The solution may be to find a modular builder that will accomodate "tiny" 200-800 sqft. Your house will be able to live up to codes and engineer can properly design tie-downs and shear plan to meet code. In Texas it is TDI (Texas Department of Insurance) AND city zoning AND deed restrictions that make it difficult for someone to live in a tiny house by the coast.

I am needing to create a pre-construction purchase agreement... The agreement will be for the purchase of either a tiny house or park model. I have a partnership with a factory that builds these in 9 weeks. I need to collect funds from customer up front for the build to begin or at least half up front.
This is NOT real estate... These are regulated by the DMV and are RVIA certified units.
Can anyone connect me with someone who either has a great knowledge of this type of thing or knows someone who might?

I think you could owner finance them if you want. They are RV's and regulated by DMV, not considering housing.
How is this project going for you? I am vested in a similar vision, big scale.
Would love to take a look at what you've done next time i'm in this woods.
I have 3 acres just west or Montgomery, TX that some friends and I have dropped some containers and barndominiums on and are developing.
I came to Austin to start a small house and land development company.
Maybe we could find a common goal and work together?
