I wouldn't do any due diligence until I got the property under contract with a contingency clause on an acceptable inspection.  Why spend money on for an inspection of a property you may not end up buying?

I agree with Brett, you can purchase the property from the seller at a discounted price, if you can get the lender to agree.

I have never heard of that fee.  You do your own due diligence.
