Hi!  I'm an interior designer, so for whatever that's worth.  I would say since there doesn't appear to be a window directly in the kitchen, go with the cream paint option.  It will make the space look bigger and brighter.  As it is, the dark cabinets look a little heavy.  That being said, I'm concerned about how that would look with your tile floor - they could wash each other out.  Can't tell exactly what that color is, but I know buyers are concerned about upkeep of a white floor.  I know your budget is tight, but that may tile prove problematic.  Another option you could go with is to do the majority of the cabinets cream and the island dark or a color.  It will give it more depth and interest and keep the floor color from washing out the light cabinets.  

Regarding your fireplace, it's real stone but it's also real ugly ;)  I'm not a fan of painted stone, but it would certainly make this look better.  I know you can stain concrete - perhaps something like that would make it look more attractive - you could make it a more uniform color but still retain the nature of the real stone.  Whitewash would be ok too if you can get it to be uniform and not pink.

Check out IKEA for wood blinds.  They look nice and are a lot less that other places.

Thanks Patrick, the 25-30 range seemed to be what made sense to me, I'm glad to hear I'm not too far off he mark.  I'm honestly not sure how long it's been on the market.  I saw it on Craig's List and found it on a couple other sites but didn't think to look for that.  Thanks for the advice!
