Download the tax roll from the link, its a CSV. As for the code violations, exercise your google skills and see if you can find it online. If you cant, call the code enforcement department and they will assist you.

You're in luck with orange county fl.

They offer the tax delinquent roll in a very, very nice format.

As for other lists you can obtain from the county, you can usually get code violations pretty easily.

You can check with the county tax office to see if they will give you a list of properties who have been delinquent for several years.

The thing with delinquent properties is that they may not go to auction for many years. In some counties they don't even consider you for tax sale until you are 3 or 4 years delinquent. and even then they might not put your house on the tax sale list.

That being said, the properties are still in distress and still may be a good deal for the wholesaler and buyer.

What location are you interested in? 

Many times the city will have a portal where you can search for code violations. other times they keep a nice list on their open data portal and you can export  a csv with all the relavent info. 

Be sure not to talk to the county for code violations they rarely keep this data at the county level. Its almost always kept at the city level. 

You can always try an open records request as well.

I would be gentle with how you relay that you know they are delinquent. I've heard of people get offended with a script that comes outright and reminds them of their financial difficulties.  You may want to put something like  "if you owe any delinquent taxes that doesn't matter because we can pay that off at closing". I wouldn't make it the core of your script. They are likely going to have the same motivation level whether you remind them of their delinquencies or not.
