For sure. It happens all the time depending on the jurisdiction. Here in San Antonio, the environmental entity is TCEQ and they will request additional reports to demonstrate the development compliance with current regulations, on top of the City and County of course. Neighborhood push back happens at the platting/zoning stage usually. Yea sometimes PR/Legal has to be accounted for. Good point.

@Frank Matanane my insight comes from a civil engineering background. Either you sell it cheap or need to learn the ins and outs of the subject property. 

Tree removal will depend on the jurisdiction of the property. Some cities and counties have strict regulation on the preservation of trees where there unauthorized removal means big bucks in fines. A tree survey might be needed to assess the cost of the removal and possible the permit also. 

Grading costs will depend on storm event conditions and drainage features. If it rains a lot, then you will want some existing grading, otherwise you will end up importing dirt. Look into water detaining/retaining/filtration structures. Any aquifers nearby? then look into water quality also. 

Zoning can work with developer plans or perhaps a rezoning process will be required. Look into turnout times/cost for zoning/rezoning.

look into traffic mitigation due to development. Once you start building, the city might require to upside current adjacent roads or bring them up to compliance. A traffic impact study might be required, specially if you go from 0 to 450 units.

Legal documents such as plat, master development plans...., engineering costs (plans, reports...,) permitting (city, county...,) contractors (materials, labor...) 

It gets cumbersome quick but once all of that is taken into account, then you can come up with a more informed appraisal value of the land you are trying to flip. What I'd probably do, is getting the land super cheap, so I can sell it to the developer cheap still, which I think is what @Steve Haight is suggesting.

Hey   @Jake K.   I am looking for an autodialer also. Ideally, one that scrubs for DNC and litigation numbers. I heard from somebody local that they use leadsherpa. That one is expensive and requires a 3 month commitment last time I checked. Doing some digging thru the forum, I found good comments on xencall and tmaxdialer. What did you end up doing? Best
