@Wesley W. Let them run the Heat and AC the way they want, if they pay the utilities. Raise the rent and plan for capital expenditures. Chalk it up as cost of doing business.

If they pay rent and utilities, how is it fair for you to tell them what their comfort level should be?

VA's are great, if training is adequate. If the VA fails, you have failed as a leader and teacher.
Learn the position, what needs to be done, take video captures, and share them with the VA.

Is this a fix and flip, or a hold? If it’s a hold, in a college town, anywhere near the campus, the duplex seems to make more sense. 

It took three of us to cover rent and utilities in a sfh when I was in college, and that was twenty plus years ago.

There are quite a few beginner guides you can start with. This site has a wealth of knowledge. After reading the beginners guides, type in any keywords and start reading.

Try to stay laser focused on one subject at a time.

I would try to start with a multi family dwelling, think duplex or triplex.
