Looking at the numbers, it does not look like a good deal, unless you think you can get those rents raised considerably. You have to account for other expenses, like insurance and maintenance.
I have flipped multi-families for many years (2 and 4 family.) A good rule of thumb for me is that I need to make at least $150 net per door. So after all expenses, a 2 family building would have to net me $300+. There are other more sophisticated formulas to use, but the $150+ per door has worked for me as a general rule.
As far as contracts, use the simplest contract you can find (I use a 2 page contract.) What are most important are the clauses in the contract, which enable you to wholesale, assign or back out of the deal if you have to.
It is not illegal to wholesale in Florida (I mentor real estate attorneys, who want to also become investors.) It is important though that you do have a contract on the property with the right clauses and disclosures.

I use a simple 2 page contract. I have seen as short as 1 page. I think it is important to keep the contract as simple as possible: distressed sellers do not want to get wrapped up in lengthy contracts with lots of fine print clauses. The most important things on a sale contract should be contingencies to protect you in case you want to back out of a deal or assign it.

My process to wholesaling (and my recommendation to investors that I train to wholesale) is:
1. Build a buyers' list first and ask them what they are looking for and make sure they are ready to purchase properties fast;
2. Look for properties matching their criteria;
3. Evaluate the properties and make offers (70 to 85% of ARV depending on supply and demand);
4. Put the property under contract;
5. Put a contingency on the contract to let you market, renegotiate or back out of the deal if you don't sell it within your contingency time frame;
6. Market to your buyers' list first, then broaden your marketing if needed and change ad copy, images, etc.

It all depends on your financial situation. My recommendation going into buy and hold is that you need to have reserves of funds. It's too risky to get into buying and holding properties when you don't have funds for unforseen events, like tenants moving out or repairs.
Wholesaling is what I recommend when someone starts in the business, with no experience or funds. However I did start with buy and hold myself almost 30 years ago, and I accumulated 16 multi-family properties in 18 months, with owner financing or bank financing (portfolio lenders,) but the problem was I did not have a good reserve of funds and the fluctuations of incoming rents was stressful.
As far as finding properties, the properties you need to locate for wholesaling, buy and hold or fix and flip should be properties priced below market, which might need work. You are probably not going to cash flow with properties at market value.
Learn where to locate distressed sellers, niche markets (preforeclosures, tax delinquent, etc.) and depending if you have funds now or not, decide if you need to wholesale first.
