Reading your post, a couple of things came to mind as possible issues:
1. Absentee owners are not necessarily motivated owners. Now if you cross the list with a couple of other factors, you will have a much better quality list. For instance, absentees, but also vacant and a rental. Or absentee behind in their property taxes. Or absentee with code violations.
2. The 70% ARV formula might not be the best in today's market. In areas that are in high demand, I will go as high as 80-85%, minus repairs. By the time that the work has been completed and appreciation has taken effect, you will still end up with a good profit.
Also not sure where you get your list. Quality of the list is very important, combined with a couple of additional "distress" factors and a higher ratio formula, will give you better results.

I know. I have lived in NY back in the '90s and I was an investor there as well as St Louis, which also has a history of war zones.
Again, as long as you understand what you are up against, it can work. :)

I have been investing in multi families in "war zones" and in nicer areas. You definitely can get more for your money in war zones and the cash flow looks good on paper: however becoming a landlord in these areas is not for everyone. The quality of the tenants, vandalism, etc. are just some of the concerns you have to deal with. It's a choice that you have to do as an investor: if you are ready to work with problem situations, but may be rent out the properties through Section 8 or charity organizations, it will work, but again it is not for everyone. :)
