You're looking to help others or are you looking for help? We have a monthly real estate investor meeting on the island. If not people meet up at Starbucks or whatever for a chat. I've met a handful of people now in Hawaii from BP.

Most banks will do HELOC's. Actually they're advertising it more than they used to. Outside of American Savings Bank I see a huge poster advertising come in we do HELOC's, inquire within.

@Michelle E. is right. What island to invest in is important. I have a few properties on Oahu that cash flow pretty nicely. I'm headed to another state later this year as the cash flow is better there. It's all a matter of what you want and what you're willing to do.

Under $200K in Hawaii? Your only option really, to meet your parameters, will be on the Big Island.

@Andy Gross is right, the BAH did go down about 10% in Hawaii. Not sure for the rest of the nation. The plus side is that service members are being smarter about their money and I'm seeing more armed forces member become more (one of @Joshua Dorkin's favorite words) frugal. Military members aren't utilizing their entire BAH like I've seen them do in the past. My buddies are getting a decent 1 or 2 bedroom and making it work.
On the base we have bulletin boards around mass populated areas. Search these billboards for information. You may find someone's card there or maybe a service that can guide you in the right direction. I agree with @Stuart Spicer about checking with the local housing office as well. Cheers.

@Reed Sasamura, @Account Closed is right. Real estate here can be lucrative. You just gotta find out what you like to do. For instance, @Michael Borger likes the rehabbing and flips and it works good for him. I like the buy and holds. The majority of my properties are on the west side of Oahu (Waianae, Makaha), but I'm making my first out of state purchase later this year so we'll so how that goes.
