For SFHs, it's customary that the resident pays for all utilities and grounds maintenance.

Mid-Hudson MLS is going to be the most appropriate MLS for Dutchess County. It has a data share with the Ulster County and Columbia County MLSs, so you get pretty good coverage for the price. Also, it's privately owned, so you're not required to join the Board of Realtors to get access to it.

If you're concerned about getting good coverage in the city, then OneKey MLS is the best bet. OneKey covers from Putnam to Long Island I believe, but many agents in Dutchess don't use OneKey so I wouldn't join OneKey instead of Mid-Hudson. Ideally you'll want to use both. If you want to join OneKey, you'll need to join the Board of Realtors as well.

Welcome Alex. I'm a Poughkeepsie area property manager. If you're looking for some good local contacts, I'd recommend the Hudson Valley Real Estate Investing facebook group. There are many local investors in there and they post links to all of the local meetups.

In regard to the issue of habitual late payers, I think there are few ways to help combat this:

1) Tighter screening criteria. This may of course increase marketing time, but we find that this sort of behaviour doesn't tend to happen with tenants with higher credit scores.

2) Shorter lease terms.  MTM lease, or even 6 month leases are better than being stuck in this situation for a year.

3) Cash for keys. If they are habitually late and are going to cost you every single month of their tenancy, it may be better to cut your losses and pay them to leave. Think about how much more an eviction is going to cost now with lost rent, attorney fees, etc.

I would recommend visiting NARPM.org and finding a property manager that is a member in your desired location. NARPM is an organization for property managers that specialize in single family and small multi family residential properties.
