I try to go with the combination of something that looks good, but is easy to maintain/replace. Tile can be nice, as one cracked or broken tile is easy to replace while engineered wood/laminate can be a pain to get one "plank" out for replacement. I'm not a fan of vinyl cause it look cheap and I think if the place looks cheap then it attracts cheap tenants. If you can afford the higher grade of tile, it will pay you back in the long run in fewer maintenance repairs down the road.

I would enlist the services of a foundation contractor or structural engineer if you are really unsure. Without a little more info or pictures, it's hard to be able to really tell you if you'll need it or not. What I look for is whether there is separation between the walls and floor, cracking in the floor showing signs of movement underneath the basement slab, or shifting in the block walls showing that the foundation might be settling.

Best place to begin would be by reading as much as you can and networking with those that are doing what you want to do. I'd recommend downloading the free BP podcasts and working your way through them. Also checkout Brandon's book on REI with little or no money down. Last, I'd do a search here on "House Hacking" as it's a great way for new people just starting out to get going in REI.
