Spend on time looking at Electrical and Plumbing, those are big ticket items that affect the budget.  Also look at the overall condition.  Bottom line I would recommend having an inspection done from someone that is trusted.  A good inspection report will tell a lot about the property.

 Alfredo, do the math.  Your going to pay on a loan, then use the money to purchase a property (another loan).  Could be very expensive based on interest rates.

 The math is the math, if the seller does not like the offer, then walk away and follow up in a month with the same offer.  The alternative is use 70% instead of 65%.

 I think Barry is dead on about how an inspector will look at all the individual systems.  The inspection report will give you a starting point to get all the individual contractors in to do all the work.
