The way things are now and if they have to cut into lath and plaster, repair it and paint it
12k is not insanely expensive
On the other hand the guy is busy. He threw out a number if you say yes all good. If you say no oh well he’s busy already

Call a local title company
Tell them you want to use them when you buy a house. Ask if they will let you have a blank purchase contract. They will probably email it to you
Ask if you can go to their office with the seller to fill it out
They will probably say yes
They will takeover from there

I've never received a call later than 9pm, and it's very unusual for a tenant to call later than 6pm. If you're getting non-emergency calls in the middle of the night, maybe you need a better class of rentals.
Have never received a call at 3 AM or any time close to that.

2) do you hire a profession collection agency? If so, please provide some contacts in Southern California (Los Angeles, San Diego) for me.
3) also, what database or website do landlords use to place this tenant on the list of tenants that landlords should avoid at all cost? I would like to include this tenant on the list as well.

I got a hefty judgment against a renter after I evicted them
Over 5 years later I received a nice check including interests when they went to buy a house and was told they needed to pay off the judgment first
That was some sweet money

A lot! Depending on your state taxes and whether or not you have other depreciation or deductions you can use to offset some of the income, you'll probably end up losing about 30 to 40% of it.
