Hi Mike,
I know it's a bit of a cop-out but I'd recommend taking to a local insurance broker. They'll have painless access to both standard and surplus market policies and would likely be able to craft the right package for you quickly.
I consider my insurance broker a valuable member of my "team". Rather than spending lots of time shopping policies I simply send him the details of the deal and he gets me the coverage I need.
I'm not sure who to recommend in the Waterville area. I use Varney Agency in Bangor and have also heard great things about J.T. Rosborough in Ellsworth.

Hey REI Mainers!
Last month's guest speaker format was a huge hit (big thanks to @Justin Freeman).
This month we're thrilled to welcome Rick Jordan from J.T. Rosborough who will be giving us the low-down on how to protect ourselves, our businesses, and our properties with the right insurance.
This advice applies to every single investor, big or small. So make sure to come on down to Nocturnem in Downtown Bangor on October 3rd where we have the entire side room from 7:30pm to closing time.
Whether you're just starting out or you're a real estate veteran, consider yourself invited to our Central Maine Investor Meetup.
We meet on the first Wednesday of every month so mark your calendar for monthly evenings of cold beer, tasty snacks, and an abundance of great real estate conversation.
Please click the "Attend Event" button if you plan to attend so we can get a sense of numbers and share this event with anyone you feel might benefit from attending.
We look forward to seeing you there!

Hey REI Mainers!
Our last meetup may only seem like yesterday but it's never too early to get together again! Kosta's in Brewer worked really well for our July meetup so we'll be heading back there again this Wednesday, August 1st. This time we're going to commandeer a section of their bar so when you arrive, head out back to find the real estate folks.

Hey Guys and Gals,
We had a fantastic turn-out for last month's meetup! Let's continue the momentum into July when we'll meet at Kosta's Restaurant in Brewer within easy reach of Bangor and the surrounding area. We'll be in the "side room with the fire place." Reserved under "Real Estate group"

The good weather has finally arrived! Come celebrate the welcome change of seasons this June 6th with a cold beverage next to the beautiful Penobscot river. We're re-locating our monthly meetup for the summer and heading over the river from Bangor to Brewer where we'll be enjoying the exterior riverside area at Mason's Brewing Company.

Ryan, just saw this post so I'm not sure if you're still looking for a solution.
I'm thinking of using Grasshopper for this type of set-up. Pretty sure it will do everything you're asking for.
Anyone else out there using Grasshopper or a similar virtual phone system for this type of functionality? I like the features list, just a little concerned with call quality after trying Google voice for a while.
