I come across turnkeys from wholesalers from time to time. 

It's a case by case basis for me. I would likely be somewhere south of $165, depending on the asset location and condition. 

10 Days to respond sounds suspect. The HVAC can probably be repaired. When you are from out of the country you really should get several references. Find out if the PM is a member of NARPM or some similar organization. Make them sweat with your questioning. I recently acquired a new client from Australia who really veted me by checking with two of my current clients, and they got a referral from one of my NARPM colleagues.
