Contractors that are not afraid to take you to past and previous customers. That is rare but that way you see the quality of their work! 

I have heard a lot of bad and some of the up front fees make me feel it is fake a little bit. Try for some hard money referrals in your area! Investors who have good experiences will recommend the ones they trust!

I doubt it would be like that it is still a grey area in most states no laws allowing or restricting here in IL and IN is a bit more wholesale friendly.

I don't believe it would extend to out of country property. A local CPA may be able to answer that for you.
