Big part of Baltimore renters dont have 3 months in hand to move in.

Hamilton is a nice area to buy but many houses are big and unless  you do room rental might not be a good investment if you are paying top dollar for them.

He says it is extremely rare which happened to me and paid nothing versus $5500. 

It would be 500 months of payments at once.

with 40K down, you can buy a decent townhouse in a pretty good location, 3 bed 1 bath unfinished basement, rent it around 1800, but it around 170-190k and see it goes, may be finish the basement and add a bathroom later on and make it s 250K townhouse etc...

I think that is your safest bet.

It used to be a very bad area, not getting better but further north from the hospital it gets back in to bad neighborhoods.

If you dont know, you can buy something thinking it is good, turns out completely opposite.

I cannot see your location but if you are out of state buyer, I would definitely find someone in  Baltimore to invest that money.

Don't invest without someone visiting the area, lower than 100K gets you in a pretty rough area. Closer to 100K you could be okay, but lower the price, rougher the area so definitely send a friend or realtor to check it out for you.
