Attempting to skirt getting necessary permits is a recipe for disaster. You have to much to lose. Investigate other avenues including holding the mortgage for your tenant. The motor home suggestion might work. Thin out of the box.

If you are entertaining the idea to give a cash incentive for them to move you might think of renting them the place as is.

Resale HOA Certificates are required in Pennsylvania most title companies require them in order to transfer title and record mortgages. Pay the fee and move on the bank knows or assumes you will pay the fee in order to get the transaction closed.

I would research the building code requirements and how demanding the inspections would be; how many permits were applied for in the last year; how would the project be marketed and the cost of materials for that area, the availability of mortgage money (construction and end loans) and last but not least the appraisals for the area. And if you can come up with a unique offering within the house you are offering.
Are the homes going to pre-sold or built as specs?

John Moore, Pocono Mountains, PA. New to single family house flipping and found Bigger Pockets Many questions that were on my mind have been asked by others. Decided to get off the sidelines and join in. Have acquired my first flip, refurbed it and now am at the crossroads of renting or flipping. I'm sure as I read more I'll get the answer. Thanks for all of the help thus far. Have been active in selling undeveloped lots and new home construction. Thought flipping would be a good avenue to pursue at this time.
