Atleast here in CA, they dont give the owners information. You will have to purchase them for a fee is what the county guy told me.

Congratulations on your multi family !.

NEVER do your upgrades when the tenants live in the property. Remember liability issues? If someone falls on a "construction site" its your responsibility. Once the lease is over, let them know that you will be renovating the property. "Dont say more". Make sure all your communications are documented via USPS registered mail. 

If they have paid on time and taken good care of the property, give them an option to move back in if they like your upgrades. If not, say nothing. 

Keep us all posted after their lease expires so the BP community can be better informed.

I am in the same boat as you are today. There are few podcast on biggerpockets that talk about "subject 2". Google/youtube on "Subject 2" and you will find ways to do it. It is legal and lot of people have done it. You just have to find the right seller who will do it.

If there is no mortgage on the house, you can also have the seller do a "seller financing". Time go write some creative offers !!!

Have you thought of having a land trust for each of your property and put them all in LLC A and also get an umbrella policy for them all ?

Might want to ping Randy Hughes aka Mr. Land trust. Or anyone who is familiar with that. Im still studying the books that i bought on land trust from Randy.

If you are looking at RE fix and flip as a full time job, have you looked at auction properties in your area ? (@court house).

My answer would be "never". (Let your tenants pay the mortgage). Its cheaper to get a loan now, than 30 years from today.
