In Columbus OH, water charges are tied to the property. I would consult an attorney about the situation. See if you can remove the tenant on non-payment of water. The last thing you want is to probably leave them in there for the remaining 6 months if they are unwilling to pay for the water balance and the repair since water is tied to the property owner. The bill will only accumulate.

If you want to get seller-financed deals, you should start cold calling. Typically, sellers are only willing to seller finance to someone they know from my experience. You aren't going to get a seller-financed deal on the market. So the best way is via off-market deals directly to the seller. I have found cold calling to work the best. You need to cold call the sellers and meet them and build relationships with them and your chances of getting a seller-financed deal go up a lot.

You should mention what neighborhood your property is in as well. Some property managers are well suited for certain areas.

You are already in the right place to find an investor-friendly agent. Might be better to find an agent licensed in each state if you are tight on time vs looking for an agent licensed in both.

I would say find an agent that specializes in working with investors and owns rentals. Especially if the seller is using an agent. It's worth having someone experienced in your corner to help navigate the transaction vs wandering through and screwing the deal up.

What do you guys use for skip tracing - Just pull lists from the county auditors' website of where you live or where you intend to call. I also know some people use prop stream. 

What does it cost per data - I do not pay. Some people use prop stream, maybe someone who uses that could chime in. 

Also, what dialer do you use for cold calling - mojo dialer it's the best.

It depends on the area, but no matter where you can't go wrong with putting money into the kitchen and bathroom, you'll get the most for your money.

It doesn't seem like this deal would be a good fit. I would recommend just looking at buying rentals already built. Sometimes there is really good upside in deals, but if you don't have the experience or enough money to execute, it doesn't matter how big the upside is, you'll sink. There could be a case made if you found a partner that has experience doing new builds in the area, but personally, I would recommend moving on to the next deal.
