HI, I do not have much experience on manufactured homes, but I have never hear "title 25 inspector" in Florida, you can find Home inspector fully qualified at InterNACHI https://www.nachi.org/certified-inspectors and I also find this company, https://homeinspectionservicescorp.com/mobile-home-inspections/. In California you might check this association, https://www.creia.org/ . But from I see Title 25 is for the trailer park and title 24 for manufactured homes, check it out I might be wrong, https://www.hcd.ca.gov/manufactured-mobile-home/mobile-home-parks/laws-and-regulations.shtml. good luck

The request to inspect electrical part before connecting it is mainly to save you from a fire or worst killing someone. In the 1800 house where wire very different (knob and tube wire), you might have bare exposed wires going inside the attic or inside walls from insulators to insulators, very old connections, etc. what if you have cardboard or a animal on top of this wires and you energize them, puff there goes your investments. Good out come? claim the insurance and start with a empty lot. 

It is for your safety and others. Anyway good luck on you investment.
