Not easy, but a few ideas:
1) Ask for referrals so this is a good way to start. But I would go to your local REIA and ask there too. You want recommendations from people who have used them.
2) Interview them thoroughly, this article should help: https://www.biggerpockets.com/...
3) Ask them for references and call them.
4) Be on top of them. You need to manage the manager. And don't be afraid to switch if they aren't getting the job done.
