Exterior renovations alone are almost certainly not going to increase the value by 25-35%. And usually the interior mirrors the exterior so if the exterior is really bad and needs work, the interior desperately does too,

Do you have enough for the 3.5% down? My position is you need to have some money in hand although not a huge amount. I would save up or see if you can borrow from a family member or friend or something like that. Or save up some money for the next bit and then try to buy. tHey won't lend you any extra unless it's a rehab and then you can get much of the rehab (but not all) refinanced with a 203K loan (also an FHA loan).

I don't think so. A general recession; yes and plenty of continued inflation. But there's just too big a housing shortage and we don't have the teaser rates from pre-08. So no housing crash but it might get pulled down some in a general recession.

 It's actually kinda interesting, my dad had an internship with a bunch of college students, of which I was one, and we did property management/construction tasks on one day and looked for motivated sellers and analyzed deals the next. It was a bit of a mess but fun and a good learning experience.

Joined my dad's company after college as an employee, which makes my story a little unique and well, rather uninteresting.

Your best bet will almost certainly be local banks. I would take a trip out there and go to teh local REIA or ask in the BP forum for Wisconsin which local banks other investors are having success with. If they work for them, it will likely work for you.
