Are you past the inspection period? They can only demand performance if you're past that date. I would scope the sewer line and see if there is a break. If so, I would retrade off of that. 

Post: Appraisal much higher than Purchase. What would you do?

I really doubt you'll be able to get a HELOC above your first loan. Before the crash banks might do that, but now, I doubt it. Do you have a bank that has made such an offer? If not, I would go ahead and do the upgrades then refinance then.

I have been funding many deals by Cerner for about 3 years now.. probably 200 plus.. driven through it many times and other areas of KC>.

 Honestly, I think we got here about 2 years after I wish we had, but I can't complain. It has been very a good market!

Long term, appreciation (and principal paydown) are more important IMO. But short term, you need the cash flow, especially if you don't have a lot of cash reserves.

 Yeah we have quite a few. Vacancy rates aren't bad, although those properties take a bit longer to rent and qualify tenants for than say in Grandview. Overall, right now, it's a good cash flow rental area, but I think with the Cerner development, it also has a big appreciation upside potential, making it a double whammy.
