Agree @Adam A. Seems to be targeting landlords is SFH unfairly. If we enact law it should be for everyone, not just Landlords as well. If we really want to rid the problem let it apply to every home owner, especially in the case of the kid at the grandparents.

The effect of the lease option locks in 1. The house price.  So the sell is that you won't appreciate the house at time of sale (ie a discount to them).  2. That you won't sell it to anyone else. as an investor a tenant occupied property is more valuable than vacant.
