Good day, the contractor works for you. The contractor needs to address all of your concerns before beginning any work. This includes answering all of your questions and making sure you are 100% comfortable with how your money is spent. Be firm, make them explain the issue as if they were explaining it to a 6 year old. If that is what it takes for you to be comfortable, so be it. If they can’t effectively communicate the problem, politely move on. Best of luck.

I would only pay people for tasks that they are licensed and insured to perform. The title or manner you address the worker is inconsequential. Unlicensed, uninsured are the only terms that matter come court time. Case in point...

@Nathan Adams When you asked the realtor/property manager about the separate utilities, did you do so in writing? Furthermore, did they respond in writing or a voicemail that you have a copy of? If you have proof, present it to a consumer fraud attorney and they should let you know if you have a case or not. I hope this helps.
