How much are you paying or being quoted? I might know some people that could get the job done effectively for a very reasonable price - bona fide home inspectors, experienced flippers, GC's, and just guys that have been in construction for years and years and know their way around a trashed property. What part of town are you in? I may be able to connect you with someone. PM me if you're interested :)
"On or before" just about sums it up, I believe... as long as you don't do something that the seller wasn't expecting that would make them unhappy.

Oooo Brayand mentioned on FB that he could do one, I'll definately be there for that if you guys can get him to talk starting out and strategic planning. He also mentioned he has a coach he meets with... those would be useful details as well.

Samara the Beginning Investors subgroup has done case studies that worked out great, and were very engaging. We've got a couple flippers and agent/wholesalers in our group that I wouldn't mind hearing from, and Jay is working towards his MBA so maybe he could do something covering LLC filing and structure.
Also, as Ryan was alluding to, I wouldn't mind hearing someone discuss creative real estate investing strategies like options, sub2's, and cooperative assignments.
I used ListSource to pull about 500 leads local to my neighborhood, and it ran me about $90.... then I used another source locally and got a MUCH better deal. My point is: shop around. ListSource is not the only player in the game, and there may be others that do it better and cheaper.
Try Googling "marketing leads Florida" and various permutations along those lines.

May I add a question?
There's a house on my street that the owner died in, and had no heirs living in the US. The city keeps it alarmed and up to code, but it's been sitting empty for years. There's even a sign that says "If you are or know the owner please call ###-###-####".
The neighbors say the house has neen sitting like that since the guy died, and the inside looks like it's been ransacked and possibly squatted in (hence the alarm?)
Intellius only brings me back to the listed owner, who is dead....
Solutions?
