My agreement has a $250 reserve. If any vendor thinks the job will exceed what I budget in their work order, they have to get approval before doing it, or I don't pay the overage.

I recommend learning landlord-tenant laws for your state and community.
In Texas, a landlord does not have to make repairs of any kind if rent is unpaid.
The tenant also must give adequate notice before initiating a rent strike, and the tenant must allow reasonable time for the repairs before striking.
I would proceed with eviction and and at least in Texas, would be sure of these rules for my case.
