Either Owner or contractor can pull permits, up to you.

What were you hoping to hear? If you search for industrial warehouses between 20-30k square feet in small towns near a major metro with 2%+ job growth and you can pay less than $120/square foot you will become rich?

No one can do that except maybe a very experienced local broker which is what they advised you to look for.

 Every investor also has different goals, equity return thresholds, unique experiences, etc. Those are your characteristics, not general things like "add a loading dock" =instant profit.

You should not be buying commercial properties if you're looking for this information. Find a commercial broker or lawyer who has experience in your market.

There is no good or bad investment, it just depends on your goals, the price you pay, the time into the project and the return for your time/money.

 what size are the office units? if they are comparable to MF 1-2,000 sq ft, that is a hassle and hard to keep occupied. If its larger unit size, you're not going to have comparable costs.

Office may have higher margins when full, but a lot more risk.

Owner finance is not a problem. Just paper yourself and understand foreclosure risk/cost. Plenty of people can do it.

Your lawyer can often guide you when reviewing loan docs. I even remove them as a covenant or do not consider the failure to provide a material breach. 

IMO, without a CPA, lawyer or commercial broker you're faking too much.
