This is definitely more of an estate planning issue than REI.

 Texas Homestead laws do not allow the attachment of a lien to their homestead as it is exempt 

There are many people looking for short term or 6 month leases. Even consider offering a month to month lease

I'm not sure what statute you're basing this on, but that's not true. You can attach any real propybut you can't force a judicial sale of homestead in Texas. If the debtor dies, you will get paid.

Buy a duplex or 4 unit (rare) focus on livable condition for one side. It will be ready by April easily.

 The method I mentioned will work. Most of the time, people just mail to physical addresses.

You want the email and phone number of property owners? The county doesn't share this information. You can combine county data with a background service like Spokeo, but nothing is guaranteed. Be careful if you automate this or dial people on the Do Not Call list, big $$$ fines and liability for violations.
