Amtrak blows horns in major urban areas, regardless of if theres warning signals and gates at the road intersections.

 The OP needs to determine what type of trains serve this station. There are many types of passenger trains.

Passenger train operations are typically much quiter since they operate in dense urban areas.

You need a framer. Go down (or call) to your local lumber yard and or home improvement store and tell them you're looking for a framing crew. They will know the guys whom you are looking for.

I used to work for AT&T and I spoke with a few customers who had leased their land for AT&T towers. The rates I heard of were in-line with what you've stated. Never heard complaints from the landowners. In fact some of them asked if AT&T would put up another tower on their property.

Your attorney can draft a document (Coporate Resolution) that states what transactions each member can perform. It can be drafted such that you can perorm all transactions acting alone on behalf of the LLC.

@Jimmy S. I'm inclined to avoid S8 for obvious reasons, but if I were to consider a tenant such as the one you've described, I would draw on the family's behavior. 

What is her plan for no longer needing S8? How long will that take? If she's serious about "bettering" heself and her children's lives, she should be able to answer this. 

What's the father(s) situation. Are the kids from 5 differnet dead-beat fathers who don't pay child support? Or did the lone father prematurely die? The mother's behavior concerning the men she attracts will tell you alot about her character (and the possible men who may end up residing in your property). 

What are the children's ages and how do they treat their mother; especially the eldest? A woman who respects people and herself will teach her children to do likewise; and it will show in their behavior.

@Mike M. I don't recall the color. At the time I was at Home Depot looking at their kitchen cabinet displays. I found cabinets which were the perfect color so I pulled a drawer out and took it to the paint department and had them color match it. 

My painter at the time was adamant about Sherwin Williams paint, so I had Home Depot give me that color in a sample size, and then I took that to SW and had them match it.

First, you need to have a really good estimate of what the house is worth. Second, you need to have a really good estimate of how much it would cost to finish the basement and then how much monthly rent that would generate.

Once you have those numbers, it'll make your decision much easier.

If the floor is deflecting under foot, that is not intended. Laminate floors call for a flat surface whereas level is not as important. In some instances I've experieneced new flooring having a bow in it straight out of the box. This may cause some boards/areas to float.

If the deflection is caused by irregularities in the subfloor, they will probably never flatten out. But if the boards are a little warped, they should relax and flatten on their own after some time.

Question: Did the installer let the material acclimate to the room for a couple of days before installation?
