Remember that returns are directly correlated to risk.  If new construction development could command lower returns, operators would offer lower returns.

Some turnkey providers are also offering new construction deals. Insane returns with that, if done rightfully in a good area. I recommend everyone to do that for passive investment.

A lot can be done with that big sum of money. 

Yes, student rental is a good idea. However, if I were you, I would fund the construction in a great area, and try to generate 6 figures in profit in 18 months.

That's what I did last year.

Can I ask why Dallas, specifically?

In-general, yes, you would not want to manage on your own something out of state. This is where you become an investor to a businessman (businesswoman) and leverage other people. In simple words, good property managers.

Yes, with a high-interest rate, cash flow is tricky. There are few turnkey providers which are running their business in some areas, where cash flow is still possible. 

However, with different times, one can adapt, and maybe try build to a rent model and make tons of equity as a return instead of cash flow. There are turnkey providers for that too.

I am from the bay area of California. I was in the same boat couple of years ago. After trying for 6 months, I realized, everything is highly negative cash flow and too expensive to afford. Then I learned about turnkey providers and decided to go with one of them. 

High-quality turnkey provider, they take care of evaluating the market, deals, and property management.
