I second Columbus as well.  

Have you thought about partnering up with a local investor to do the BRRRR strategy? You could buy with Cash, finance the rehab and then at 6 months pull most of the money if not all out while learning with experienced investor.

I agree with @Remington Lyman.  Permit work can cost more than un-permitted work that is up to code and can take longer since you have to wait for inspection.  One plus to permit work is you can get tax abatement with it if you are in area that has it.

I second @Remington Lyman on Columbus or a city with similar trends.  How far can you predict, great question and I think you nailed it in your original post.  It's a bit of going with your gut based on the short term data.
