Cash out refis are good for if you are going to use the money immediately.

HELOCs are good for if you want the money available but do not intend on using it immediately. 

Either options is effective as long as it's the right option for your situation.

During the offer process, no deposit is needed.

It is after an offer accepted that a deposit is needed. It is called an Earnest Money Deposit (EMD).

Typically it is a lump sum amount (10k, 25k, 50k, etc.)

My advice: conduct this situation is if it were an LTR. 

Full documented application with credit check, etc. Lease agreement is a necessity. 

Monthly cleaning is advised, as well. Dogs smell and if you want to AirBNB it again after this, you aren't going to want that smell.

Tampa Bay is a very hot market. 

Insurance should be your first priority if you were to purchase this property. Also, I may be wrong, but should the annual premium for insurance be that low? I'd expect it to be higher for that price range and area.

Love Hartford, CT! Especially a big fan of the West Hartford Center. I've spent a lot of time dining and shopping there.
